A recent Public Financial Management (PFM) Compliance League Table released by Ghana’s Ministry of Finance has identified several major public institutions—including the Ghana Revenue Authority (GRA), the Ministry of Education, and Korle Bu Teaching Hospital—as among the lowest performers in managing public funds.
The ranking evaluates how well public institutions comply with financial regulations under the PFM Act, 2016, focusing on areas such as budgeting, spending, reporting, and accountability. While many institutions met acceptable standards or performed strongly, a number of high-profile agencies were placed in the “least compliant” category, raising concerns about weaknesses in financial oversight and internal controls.
The inclusion of key institutions responsible for revenue collection, education, and healthcare has sparked concern, as these organisations are expected to set high standards in financial discipline. Their poor performance highlights gaps that could affect service delivery and public trust.
The Ministry of Finance emphasized that the league table is intended not just to expose shortcomings but to promote transparency and drive reforms. Authorities plan to engage underperforming institutions to address deficiencies and improve compliance, with stricter enforcement measures expected for persistent failures.
